We used a privileged version of the MOT dataset cited above.  This included extra fields attached from the DVLA stock tables and higher resolution geo-coding that linked the vehicles to the Lower-layer Super Output Area of the Registered Keeper (as opposed to the Post Code Area of the Vehicle Testing Station).
